Message #5 to Public re: COVID-19

To all Residents and Business Owners: 

The Town of Cape Charles continues to monitor the COVID-19 situation very closely.  At this time, Town operations remain in a phase 2 protocol of our Incident Operations Plan; restricting public access to most Town facilities.  All essential services continue, and the public is asked to use phone, email, or the drop box at Town Hall to conduct business or interact with Town staff.  For those who do not have access to a computer or Internet, the computer lab at the library remains open, but with reduced hours from 10:00 a.m. – 2:00 p.m. Monday through Friday. 

Here is a brief summary of what has happened over the past week: 

  • The ESVA recorded its third confirmed COVID-19 case (Northampton County)
  • Governor Northam Issued Executive Order Number 53, some of the most notable new restrictions beginning March 25 and lasting until April 24, are summarized here:
    • All public and private in-person gatherings of 10 or more people are prohibited.(Does not apply to local government operations)
    • Schools will be closed for the remainder of the 2019-2020 school year
    • Closure of all restaurants and bars, except for take-out and delivery
    • Closure of all recreational/entertainment businesses
    • Closure of all fitness centers and gyms
    • Closure of all personal care and grooming services

  • Governor Northam Issued Order of Public Health Emergency Two, prohibiting elective medical procedures and surgeries until April 24
  • Northampton County adopted a Declaration of Local Emergency Ordinance 

On Monday, March 30, the Town Council of the Town of Cape Charles will meet in emergency session to consider its own Emergency Ordinance to address the COVID-19 situation.  This emergency meeting is designed to limit potential exposure to the Council, staff, and the public.  The Town Council will participate via teleconference.  The public may attend the meeting in-person at the Town Civic Center but are strongly encouraged to participate by watching a live streaming of the meeting on Facebook (Municipal Corporation of Cape Charles).   

The public is also encouraged to provide written comments prior to the emergency meeting via email to the Town Clerk at or via the drop box outside Town Hall.  While there may be limited ability to receive email comments during the meeting, the public is strongly encouraged to provide comments in advance of the meeting to ensure they can be read into the record. 

This is an unsettling time for everyone, but please know that the Town Council, Mayor and Town staff are exploring all authorized options to address the current situation.
