The purpose of this electronic newsletter is to pass factual, informative and timely information to the citizens of Cape Charles and to any other individuals who have a business, property, travel or historical interest in our Town.

The information contained in this newsletter is considered to be the "official word" on the Town’s activities as noted by our Town Manager. The Cape Charles Gazette is a news source which reports upon weekly events, upcoming Town activities, articles of interest to our citizens, Town projects, safety & security issues, and emergency announcements.

HAPPY NEW YEAR

CODE ENFORCEMENT

Code Enforcement Officer Doug Smith will be out of the area for the next few weeks attending the National Fire Academy. The Fire Marshal Program (FMP) that Doug & Jeb Brady, Assistant Code Enforcement Officer, have put together for the Town has been a great success. The Town thanks everyone for their assistance. The FMP was cited as a chief reason why one potentially dangerous situation was discovered on Washington Avenue several months ago.

Doug & Jeb were busy last week regarding an inspection on the 700 Block of Randolph Avenue. Citizens are urged to come forward with any complaints or compliments they may have regarding what they perceive to be "issues" with any Town departments or personnel. All complaints will be acted upon expeditiously.

TOWN HARBOR - VA CLEAN MARINA 2008

Smitty Dize, Harbormaster, reported that there have been several "rumors" that the Town of Cape Charles has discontinued its plans for off shore breakwaters. Smitty wanted the Public to know that the Harbor/Town is still awaiting VA State permits that we have applied for back in February 2008.

The Town has no intentions of sinking barges in a Federal Channel or "looping barges together" to create a breakwater. Anyone with additional questions or more creative "rumors" can contact Smitty at 757-331-2357 or the Town Manager, Joe Vaccaro, at 757-331-3259 x20.

Smitty & the Town staff met with our neighbors at Bay Shore Concrete last week to discuss "off shore breakwaters" and wind turbines. The meeting was informative and productive. The Town thanks John Gray, Habib A. EL-Jizi and John Chandler for their time & professionalism. Bay Shore Concrete has been a good neighbor since 1961 and continues to be in 2008.

Smitty said the Rock Fish Season is coming to an end in a few weeks and he expects to be busy booking slips for January & February 2009 for offshore rock fishing. Smitty reminds fishermen & fisherwomen that the three (3) mile "embarkation line" for fishing runs between the Cape Henry Light & the Cape Charles Light; NOT the Town itself.

Preparations are underway to start the planning cycle for the 2nd Annual Blessing of the Fleet 2009 scheduled for Friday, April 3, 2009. In addition to this great event, the Town will team up with Impact Fitness to host the 1st Annual Blessing of the Fleet 2009 5K Walk, 5K Run & 10K Run which is scheduled for Saturday, April 4, 2009. Additional information is forthcoming.

LIBRARY & TOWN CLERK

Ann Rutledge, Library Manager, reported the Library will be closed from Thursday, January 1, 2009 to Sunday, January 4, 2009 for the New Year’s celebration.

On Wednesday, January 14, Wednesday, January 21 & Wednesday, January 28, 2009; the Library will host computer classes on Excel, Word Processing and the Internet. These classes are FREE & open to the public. The classes will be taught by Etta Kaye Pruitt and seating is limited. Please call Ann for additional information and times at 757-331-1300.

The next scheduled Town Council Meeting is Thursday, January 8, 2007 at 7:00 PM at the Saint Charles Parish Hall. There will be a Public Hearing prior to the council meeting at 7:00 PM. The Public Meeting will include Amendments to the Town of Cape Charles Zoning Ordinance; Article 3.15 Open Space District Definition & Article 3.9 Public Utility Facility. Additional topics include the Cape Charles Trail Project, Update on Harbor Development Conditional Use Permit & Setting a Public Hearing for a Proposed Increase in Water & Waste Water Rates.

Upcoming meetings include: a Cape Harbor Work Session on Wednesday, January 14, 2009 starting at 5:30 PM in the Town Hall & a Special Meeting on the Waste Water System on Thursday, January 22, 2009 starting at 5:30 PM in the Town Hall.

PUBLIC WORKS DEPARTMENT

Dave Fauber, Director of Public Works, reported that the PWD has been busy cleaning the "polishing pond"; (Note: When ponds are used for wastewater treatment, settleable solids will form a steadily growing bottom sludge layer, which reduces their effective volume. Eventually this sludge must be removed to ensure that the pond maintains the required retention time to keep performing properly. The settleable solids may either be present in the influent or they are formed during the treatment as a result of algal flocculation).

Dave said that 99% of the work on the "new" police station inside the Town Hall has been completed and the CCPD is expected to start moving within the next few days into their new Headquarters.

Work continues on mulching the flower beds located on Mason Avenue and the PWD has been installing the fifty (50) birdhouses that the Girl Scouts donated to the Town of Cape Charles a few months ago. The PWD has been recording the locations of these birdhouses and will post same on the Cape Charles Web site so the Girl Scouts can view their "hard work" at future dates. Thanks again for helping to make Cape Charles a GREENER PLACE!

POLICE DEPARTMENT

Chief David Eder reported that the Cape Charles Police Department (CCPD) continues their Traffic Enforcement Program for the Town and the CCPD, as well as the VA State Police & Northampton County Sheriff’s Office, will be out over the New Year’s weekend to ensure traffic safety.

Chief Eder reported that he has one (1) more interview to conduct on an investigation initiated by a citizen after lodging a complaint to the Town Manager alleging the improper release of Town of Cape Charles information to unauthorized individual(s).

ASSSISTANT TOWN MANAGER & TOWN MANAGER

The Town Manager, Joe Vaccaro, met with Dr. Fredric Berg, Artistic Director, & Jean-Paul Pare of the Eastern Shore Shakespeare Festival (ESSF) last week. Dr. Berg & JP submitted a written proposal on bringing the ESSF to the Town of Cape Charles.

The tentatively scheduled performances for this event will take place in the Town of Cape Charles on:

Friday, July 24, 2009
Saturday, July 25, 2009
Friday, July 31, 2009
Saturday, August 1, 2009
Friday, August 7, 2009

All performances will begin at 7:30 PM and the ESSF will take place at the Park or Beach Front. A determination will be made based on possible construction at the Park regarding the Trail.

The ESSF has scheduled The Taming of the Shrew as their inaugural event. The Town will coordinate this proposal with the Friends of Central Park, the Eastern Shore Tourism Commission & the Northampton County Chamber of Commerce. This is an "official" Town sponsored event. Actor, director and guitar player Dr. Berg also identified actor, writer, painter Wayne Creed as the Managing Director for the ESSF. Additional information is forthcoming.
