The purpose of this electronic newsletter is to pass factual, informative and timely information to the citizens of Cape Charles and to any other individuals who have a business, property, travel or historical interest in our Town.

The information contained in this newsletter is considered to be the "official word" on the Town’s activities as noted by our Town Manager. The Cape Charles Gazette will be a news source that will report weekly events, upcoming Town activities, articles of interest to our citizens, Town projects, safety & security issues, and emergency announcements.

CODE ENFORCEMENT

Doug Smith,Code Enforcement officer, reported that they closed two (2) more Fire Inspection cases last week and only have one (1) more case to complete for the year.

Doug met with our friends at the Concerned Citizens for Cape Charles (CCCC) last week and briefed them on the status of a home located in the 500 Block of Plum Street that the CCCC owns.

Doug received a Progress Report on a structure that is located on the 200 Block of Randolph Avenue that indicates that a contractor has been selected and contractual agreements are forthcoming to repair the structure.

Doug & Jeb Brady, Assistant Code Enforcement Officer, have updated and re-arranged the Code Department filing system for easier access and more accountability. Doug & Jeb are also in the process of painting their workspaces to add to the "professionalism" of the changes the Town Hall is currently undergoing.

HARBOR

Smitty Dize, Harbor Master, reported that the Harbor will be closed on Thanksgiving Day, Thursday, November 27, 2008. It will re-open for business on Friday, November 28, 2008.

The Harbor Crew is updating the Harbor’s Rules & Regulations to comply with our "new designator" as a Virginia Clean Marina.

The Harbor Crew has completed the parking lot painting assignment and will not start on additional winterizing work details.

Smitty noted that every year at this time citizens arrive at the Harbor and see empty boat slips and usually make an inquiry about the Harbor’s "waiting list". Smitty said that he’s aware that some citizens have been on the Harbor’s waiting list since 2001 but the Harbor only has fifty-one (51) slips at the present time. Eleven (11) of those boat slips are Transient and will not be rented long term.

Smitty stated that the forty (40) Annual/Seasonal Boat Slips have been "spoken for" since April 2008. Smitty pointed out that he has no way of knowing who will want to return next year so he respectfully asks for your patience regarding the "open" boat slip situation. Once the Harbor Plan is enacted; the Harbor will have an additional twenty-two (22) Annual/Seasonal Boat Slips for a total of sixty-two (62) and an additional twenty-one (21) Transient for a total of thirty-two (32). Better days are coming for all of our boaters.

LIBRARY

Ann Rutledge, Library Manager, reported that the Toddler Preschool Storytime was held last week and nine (9) children and their caregivers attended the event. Last week’s theme was "It’s Thanksgiving".

The AARP Safety Class sponsored by the Library was held last week at the St. Charles Fellowship Hall and seventeen (17) people attended the class.

Ann said that the Library will close on Wednesday, November 26, 2008 at 12:00 PM for the Thanksgiving Holiday and reopen Monday, December 1, 2008. For additional information please contact Ann at 757-331-1300.

RECREATION

Tad Taborn, Recreation Coordinator, reported that he spent most of last week getting ready for the Fab Fall Dance that was held this past Saturday, November 22, 2008. The dance was a great success with over thirty-five (35) young adults in attendance.

Mayor Dora Sullivan made the following Press Release on behalf of the Town of Cape Charles:

If you were out and about last Saturday night and heard lots of young people's music and laughter then you were hearing the Town sponsored Teen Dance. More than 35 youth were enjoying an evening of dancing, pizza and friendship.

I would personally like to thank Wendell Distributing Company for not only providing the space but also for cleaning the area, setting up the Christmas lights and arranging the seating and a game area. Thank you again Frank Wendell & Lisa Harman for the use of your business for this dance. I’d also like to give a very special thank you to Katie Wendell who was a spectacular young hostess for the evening.

The community gave $230.00 for this event and many more citizens arrived with homemade desserts that were thoroughly enjoyed by the young adults at the dance.

Thank you Tad Taborn, our Recreation Coordinator, for organizing this event and please do another dance soon. It was a great idea for a fun and a safe place for our children to be at on a Saturday night in Cape Charles.

Thank you Steve, owner of Venetos Pizza for the wonderful pizzas and the discount on them. Thanks again to all of you, who gave donations, baked goods and who helped chaperone this dance. I declared 2008 as The Year of the Child in Cape Charles and this was a wonderful way to celebrate it.

Tad reported that Post Master Coretta Alston, Cape Charles Post Office, approached the Town with the idea of hosting a Happy Holiday Parade 2008 in Cape Charles sponsored by our friends at our Post Office. Coretta would like to stage a short parade through the Town of Cape Charles and conduct a scavenger hunt prior to the parade. The parade has been scheduled for Sunday, December 21, 2008 starting at 5:00 PM. For additional details please contact Post Master Alston at 757-331-4927 or email her at coretta.l.alston@usps.gov.

Everyone is welcome to participate in this First Annual Happy Holiday Parade and volunteers for the event are most welcome. The next Happy Holiday Parade Meeting is on Tuesday, December 2, 2008 at 6:00 PM in the upstairs office of the Cape Charles Post Office.

POLICE

Chief David Eder reported that the possible suspect in the attempted abduction of the 6 year old female this past summer has been detained in Delaware and the Cape Charles Police Department (CCPD) continues their investigative efforts.

CHANGE IN SPEED LIMIT: OLD CAPE CHARLES ROAD

The CCPD is alerting the public that the "new" posted speed limit on Route 642 (Old Cape Charles Road) is 35 MPH east of the Bay Creek entrance. It continues to be 15 MPH around the curve leading to Bay Shore and reverts back to 35 MPH. The 35 MPH speed limit also applies as you travel south off the "hump" into the Bay Creek area. This is a "lower speed" than the former 55 MPH on this roadway but still 10 MPH "over" the posted speed limit needed to drive golf carts on those roadways. The golf cart operational limits are dictated by VA State Law & the Town Code; Section 42. Please DO NOT operate golf carts on Route 642; failure to comply with this law will result in a summons.

ASSISTANT TOWN MANAGER & TOWN MANAGER

Virginia Department of Transportation Resident Administrator Tim Holloway has announced he will be leaving his post November 28, 2008 to assume a position with the Chesapeake Bay Bridge-Tunnel Commission. The entire Town staff wishes Tim well in his new venture and we thank him for his professionalism, approachability and "Can Do" attitude. Tim will be missed a great deal and we look forward to a continued working relationship with his successor. Thanks Tim for looking out for Cape Charles!

Some local citizens approached the Town Manager, Joe Vaccaro, last week with the idea of using the Park Gazebo for staging a Shakespeare Festival to include plays and other "under the stars" events. This is a great idea for community activity and the Town will be meeting with the Cape Charles Players to construct and sign a Memorandum of Agreement to further this concept. Anyone interested in participating in this newly forming group can contact Jean-Paul (JP) Pare at 757-999-4219. Shakespeare in the Park is a great idea for this community!

Over the past week a question came up from two (2) citizens and the head of a local community group regarding the status of the Annexation Agreement. Our friends and neighbors at Bay Creek will meet with the Town on Monday, December 1, 2008 in a Closed Session in order to move this issue forward. Citizens are encouraged to go to the www.capecharles.org Web site and review the Annexation Agreement on that site. The Town can not legally answer any "contract" questions at this point regarding the Annexation Agreement since it's still a work in progress. The Town feels certain that the issues will be resolved shortly.

The Town Manager, Joe Vaccaro, met with several members of our friends from the Concerned Citizens of Cape Charles (CCCC) last week. The topics and questions included the Cape Charles Committee on Children & Youth, the Annexation Agreement status, the "new" Waste Water Treatment Plant (WWTP), the effects of the Annexation & the WWTP on future expenses and taxes, the Cape Charles Trail, CCCC involvement in local government and the future water/waste water rates. It was a very productive two (2) and one half hour session.

PUBLIC SERVICE ANNOUNCEMENTS

There will be a Public Information Session sponsored by the Northampton Memorial Library Board on Wednesday, December 3, 2008 starting at 7:00 PM at the Library. The purpose of this session is to discuss the proposed name change of our Library to the Cape Charles Memorial Library. The public is highly encouraged to attend this meeting. Northampton County Chamber of Commerce Christmas Decoration Committee: Judi Foster has agreed to chair the Decoration Committee. She needs help! Please call her at (757)340-3434 or (757)434-6671 if this sounds fun to you!! Christmas will be here before we know it.

The Cape Charles Museum will host an Oyster Roast on Friday, November 29, 2008 at the Cape Charles Museum, Route 184, starting at 5:00 PM and ending at 9:00 PM. The spectacular Love Sick Cousins and the always magnificent DRB's will be the musical entertainment for this great event. Tickets are $30.00 for adults and $10.00 for children 7 to 12 years of age.
