The information contained in this newsletter is considered to be the "official word" on the Town’s activities as noted by our Town Manager. The Cape Charles Gazette will be a news source that will report weekly events, upcoming Town activities, articles of interest to our citizens, Town projects, safety & security issues, and emergency announcements. HARBOR Smitty Dize, Harbor Master, reported that the Town of Cape Charles Harbor will receive its Virginia Clean Harbor Certification from Virginia State Officials on Friday, November 7, 2008 at the Harbor. The ceremony will start at 11:30 AM and refreshments will be provided. Invitations will be sent out this week to our out of town guests and ALL of the citizens of Cape Charles are the honored guests for this long sought after event. The Harbor Crew answered a call from the U.S. Coast Guard regarding a possible illegal discharge into our Town Harbor this past Friday, October 24, 2008. This "illegal discharge" is now under U.S. Coast Guard investigation. Accidents happen, but the Town Harbor will not tolerate "spillage or discharge" by maintenance neglect. All incidents of illegal discharge will be investigated to the fullest extent of the law by the U.S. Coast Guard & the Town. The Harbor underwent their Fire Inspection and all required equipment, materials and safety procedures were noted to be "in place". The Cape Charles Police Department removed an abandoned vehicle from the Harbor area this past week. The vehicle in question is locally owned and the citizen was using the Harbor as a "storage site". The Harbor Crew expects to complete their "re-lining" of the parking spaces by this coming weekend (Saturday, November 1, 2008). Smitty thanks the public for their patience with this work assignment. LIBRARY & TOWN CLERK Ann Rutledge, Town Librarian, reported that the Toddler Preschool Storytime was held last week and five (5) children & their caregivers attended the event. The theme for last week’s event was "It’s Fall". The Library will have a book display in honor of Breast Cancer Awareness Month and the display features books that may be purchased with the funds going to the Virginia Breast Cancer Foundation. Help us fight this disease. Ann said that a book order was sent to the Eastern Shore Public Library for thirty-seven (37) new books including two (2) LARGE PRINT BOOKS. The Northampton Memorial Library at Cape Charles will offer a writing workshop themed, "Writing from Photographs" on Monday, November 3, 2008 from 10:00 AM to 12:00 PM in the St. Charles Fellowship Hall. Old Dominion University's Writers in the Community Program will conduct the workshop focusing on writing a personal essay in response to a photograph. This can be a photograph of you, of a family member or a friend. The objective is to tell the story of the photograph. Where does the picture lead you? What was happening just before the photograph was taken, or just after the picture was taken? What is being unintentionally revealed through someone's look, or in the way they hold themselves? Bring the photo and six (6) copies of your essay/story/poem to the workshop. Beyond sharing and work shop the essays, we will also discuss memoirs in general, and we will look at published examples for ways regarding the writing of your own memoirs. Please bring an example of a favorite memoir that you have read, whether it be a book or an article. The cost of the workshop is $5.00 for handouts and copies. Libby Hume, Town Clerk, reported that a Public Hearing regarding Property Rezoning on Route 642 (Old Cape Charles Road-Keck property) has been scheduled for Thursday, November 13, 2008 at the St. Charles Parish Hall at 5:30 PM. In addition to that, the Accessory Dwellings Work Session will be held directly after the rezoning meeting at 6:00 PM (Same location). The monthly Council Meeting will take place at 7:00 PM after these meetings. Please come out and join us at these meetings. Your "voice" and "opinions" count. Linda Carola, Assistant Town Clerk, has been working hard at conducting audits on all of the Town Council member’s Town Code Books. The Town Clerk’s Office is also working on updating the Zoning Ordinances and administrative matter for the Historic Harbor District. RECREATION & PUBLIC WORKS Tad Taborn, Recreation Coordinator, reported that he is looking at setting up a visit from Santa over the holiday season for our younger children and the "true believers". Detailed information is forthcoming. Tad & Pete Leontieff, Assistant to the Public Works Director, will start re-painting the CCCCY bus within the next few weeks. Someone "took" the paint that was in the bus and this has forced the Town to reevaluate the color schemes on the bus. It’s unknown what someone will paint with green florescent paint; good luck. Tad said that Mayor Dora Sullivan has singlehandedly collected $130.00 for the Fab Fall Dance that is scheduled for Saturday, November 22, 2008. Thank you Mayor Sullivan! Dave Fauber, Director of Public Works, reported that last week’s water/hydrant flushing went well and without incidents. Dave noted that some residents were surprised that this occurred in their neighborhoods despite the fact that it was published in the local papers, posted at the Town Hall and listed in the Gazette. The Town regrets any inconvenience this operation may have caused anyone. POLICE Chief Dave Eder reported that the Cape Charles Police Department (CCPD) issued eight (8) speeding tickets over this past weekend and assisted the Accomack County Sheriff’s Department regarding an arrest warrant. Chief Eder noted that Halloween 2008 falls on a Friday night this year and would like to remind citizens that the Town of Cape Charles has an 8:00 PM limit for Trick or Treating this year. Chief Eder said that the CCPD will be out if force again this year to ensure safety & security for our Town’s children. The CCPD will also pass out "glow bracelets" to all children and requested the following:
Chief Eder stated that he is seeing an increase in people complaining about receiving worthless, bogus or insufficient funds checks. This may increase over time due to the economy and citizens are urged to use caution since many of these types of cases never make it into the court system. The CCPD is currently investigating a theft of monies from a local business located here in the Town and Chief Eder expects that this may take some time due to the number of people involved with the case. These are tough economic times and the Town respectfully requests that citizens use common sense and lock up valuables and secure your residence/place of business when no one is present. ASSISTANT TOWN MANAGER & TOWN MANAGER The Town staff has been preparing for the Town Council’s Mini-Retreat on Wednesday, November 19, 2008 and during the course of preparation it was determined that the Town of Cape Charles Web site could be more "user friendly". Over the next few weeks the Town staff will be working on updating our Web site. The current Web site has a great deal of information and the staff would like to make that information and additional information more accessible for everyone. If anyone has suggestions regarding this undertaking please contact the Town Manager, Joe Vaccaro, at 757-331-3259 x20 or E-mail him at townmanager@capecharles.org. There’s no such thing as a bad suggestion when dealing with computers and Web sites and the Town welcomes the input. If you happen to be on Bay Avenue; please take notice of the new "flower boxes" re-painted and planted by Tammy Teague, Utilities/Public Works Administrative Assistant, Pete Leontieff, Assistant to the Director of Public Works and his Crew. This is another great effort to make the Town appealing & "green". The Town Manager, Joe Vaccaro, has been notified that some organizations/businesses in the Town have been soliciting "manpower" from various organizations to perform a variety of manual tasks for them. Some of these organizations have told these "volunteers" that they are performing tasks to support the Town of Cape Charles Community. Please note that if your organization is asked to "volunteer" or perform a task for the Town; the Town Manager will personally contact you or send a request in writing to your organization. Any organizations receiving requests to "help the community" on behalf of the Town should contact Joe at 757-331-3259 x20 for clarification. Eastern Shore Rural Health System's Safe Kids Coalition In the last issue of The Gazette we listed a date of Tuesday, November 11, 2008 for a presentation by Faye Sandsbury-Godbey, Safe Kids Coordinator, regarding trends and programs on the Eastern Shore. Please note that the date listed will need to be changed due to the fact that this is Veteran's Day and the Town Hall will not be open. The Town is awaiting another date for this informative and interesting presentation. Girl Scouts, Birdhouse & the Greening of the Eastern Shore The Town of Cape Charles will host Girl Scout Troop 191 (Exmore), Troop 1456 (Melfa), Brownie Troop 1063 (Chincoteague), Cadette/Senior/Ambassador Troop 371 (Chincoteague), Cadette/Senior/Ambassador Troop 37 (Oak Hall), Junior Troop 126 (Temperanceville) and Brownie Troop 615 (Onancock) on Saturday, November 1, 2008 at 10:00 AM at the corner of Mason Avenue & Bay Avenue (Near the flag pole). These marvelous young ladies will present Mayor Dora Sullivan with twenty-five (25) custom made birdhouses that the Troops made for the Town. This will be a great addition to the Town and supports our feathered friends and the "greening" of the Eastern Shore that Cape Charles adamantly supports. A special thanks to all the young ladies and their great Troop leaders for such a thoughtful gift to this community. Cookies & cider will be served and the public is welcome to attend this free event. Epiphany Party Scheduled Citizen & Councilman Chris Bannon has announced that the Annual Epiphany Party is scheduled for Saturday, January 3, 2009. Chris said that he is still working on plans for where this popular event will be held next year and will provide that information as soon as it is confirmed. This event raises money for an individual(s) or organizations in need of funds. Chris requests that you bring your "least favorite" Christmas gift to the Epiphany Party which in turn will be raffled off to raise funds. For additional information or to volunteer for this great event please contact Chris at 757-331-2206. All of the funds raised at this event stay local and the Chili at this event is becoming "legend" on the Eastern Shore Don’t forget to vote this coming Tuesday November 4, 2008.
