It's Springtime!The purpose of this electronic newsletter is to pass factual, informative and timely information to the citizens of Cape Charles and to any other individuals who have a business, property, travel or historical interest in our Town.

The information contained in this newsletter is considered to be the “official word" on the Town’s activities as noted by our Town Manager. The Cape Charles Gazette will be a news source that will report weekly events, upcoming Town activities, articles of interest to our citizens, Town projects, safety & security issues, and emergency announcements.

HARBOR

Smitty Dize, Harbor Master, reported that he met with Captain Mark Speth from the vessel GODSPEEDThis vessel will arrive in the Town Harbor on Wednesday, June 11, 2008 and Captain Speth provided Smitty a tentative schedule of events for the ship. This tentative schedule includes a VIP gathering on Friday, June 13, 2008 and a  Public Viewing of this magnificent vessel on Saturday, June 14, 2008 from 11:00 AM to 6:00 PM.

Smitty further reported that the SCHOONER VIRGINIA and the PRIDE OF BALTIMORE have also contacted the Town Harbor and there’s a possibility that all three vessels might be in the Town Harbor at the same time.  Plans are underway for a possible Harbor Party to welcome these outstanding and historical ships to Cape Charles. Information is forthcoming as it develops.

The widening of the docks, Phase V, on the U.S. Coast Guard side of the Harbor is approximately 25% complete and Smitty thanks everyone for their patience and "parking skills" in and around this phase of the construction. 

Smitty reported that all "slip holders" at the Harbor have confirmed or re-confirmed their slips for this year as of Friday, April 18, 2008. He also noted that he expects a 20x50 slip becoming available within the next few months due to the current slip holder’s intention to move. If anyone has a potential interest in this slip please contact Smitty at 757-331-2357 or harbormaster@capecharles.org.

Smitty would like to remind the Town residents that they can store their boats and trailers at the Harbor this season. He has nightly, weekly, seasonal and annual rates for this storage. Town residents will receive a 10% discount at the Harbor.  Help us to keep boats and their trailers off of the streets this summer and store them in a safe and secure area.

LIBRARY & TOWN CLERK

Ann Rutledge, Town Librarian, reported that the Toddler & Preschool Storytime was held last week and 12 persons attended the event. Ann said the children and their adult sponsors heard stories and sang songs about "It’s Raining". As always, the event was well received by the children and everyone in attendance had a great time. Please visit this Town’s great asset!

Ann said that the Library sent an order to the Eastern Shore Public Library for 63 titles that included 8 large print titles and one book on CD. She also reported that this month’s Library displays are on EXERCISE & AUTISM AWARENESS MONTH. Ann said the Town Library has 10 fiction and non-fiction books relating to the increasingly common condition of autism.

Joy Pelletier, Town Clerk, reported that most of last week was dedicated to the Town Council Retreat held at American Legion Post 56 in Cheriton.  Joy stated that while the majority of the Town’s personnel were engaged in this Retreat; Linda Carola, Assistant Town Clerk, was processing employment applications, a Freedom Of Information Request on Global Positioning and the Police Department, transcribing minutes and Retention & Destruction issues of Town Files.

RECREATION & PUBLIC WORKS DEPARTMENT

Jimmy Marvel, Youth Director, reported that over 90 people used the Park this week and that the Recreation Department is gearing up for the CAPE CHARLES STREET BALL TOURNAMENT that will be held this Saturday, April 26, 2008 at the basket ball court in the Park. The event starts at 9:00 AM and we already have eight (8) five (5) person teams ready to compete for trophies and honors. Food vendors will be there and a DJ will keep the expected crowds happy and moving!

Jimmy said that he has been receiving great help from Jim Weiner, Ralph Orzo and Melvin Dudley at the Park and would like to publicly thank them for their great efforts in supporting the Park and our Children & Youth.

Dave Fauber, Director of Public Works, reported that the work on the East Well is moving along at a rapid pace and we expect to have the well operational earlier than the June 2008 time frame. Dave further noted that a great deal of this is dependent upon the Virginia Department of Health. The work itself on the well is moving at a rapid pace thanks to the efforts of Bundick Well & Pump.

Dave also reported that he was involved with escorting personnel from Bay Diesel Company to all of the Cape Charles Pump Stations in order to evaluate the generators at said locations. The generators are an integral part of these pump stations and any "down time" could cause problems for the Town. This is part of the Town’s efforts for a Preventive Maintenance Program to ensure longevity of equipment and Emergency Operations Planning.

Dave said the PWD received a Letter of Agreement from the Department of Environmental Quality (DEQ) on the condition of the Waste Water Treatment Plant that was inspected by the DEQ last summer (2007). Dave said the DEQ understands that the Town is working in earnest to bring this plant up to the acceptable high standards set by the DEQ. The water and the environment surrounding the Town is everyone’s concern and the Town appreciates the DEQ’s guidance and assistance to make things better here.

Dave noted that Jay Bell, Gerald Elliot and Billy Powell attended a class in Emporia, VA last week that involved fire hydrants and the extended maintenance on same.

Dave said the work continues on the Town Hall’s HVAC System, the PWD continues their work on cleaning up the Town flower beds on Mason Avenue and the PWD removed the old boiler from the Town Hall. 

The Town has started moving forward on the Tree Plan and Appleseed Nurseries has started planting trees on the "hump" today. This is the first of many projects to beautify the Town and increase our trees in Cape Charles.     

POLICE

Chief David Eder reported that the Cape Charles Police Department (CCPD) had a busy weekend that included being directed to an early morning vehicle accident on Route 13 south of the Corner Market, being called upon to assist with a funeral detail because other police units in Northampton County were tied up with other matters and a call regarding an emotionally distressed person in the area. The CCPD will respond to all "mutual aid" calls from neighboring police departments and all 10-13 (Officer Needs Assistance) calls. Otherwise they will remain within the Town’s limits (3.67 miles).

ASSISTANT TOWN MANAGER & TOWN MANAGER

The Town held their annual Town Council Retreat last week and covered everything from the individual Department Budgets to the purchase of a street sweeper to Alternative Energy Sources for the Town. Please see last week’s Gazette for a listing of the topics. We had several citizens take advantage of the opportunity to attend the event and I’m happy to report that all five candidates for Town Council attended most, if not all, of the sessions. Their presence was noted and it demonstrated once again the high caliber of candidates we having running for elected office. Don’t forget Thursday, May 01, 2008 is the Town Council Candidate Debate at the Cape Charles Fire House and it starts at 7:00 PM.

The Cape Charles Wetlands Board will hold a Public Hearing on Wednesday, April 23, 2008 at 4:00 PM at the Town Hall to hear comments on an application submitted by Southport Investors. The proposed project includes construction of a new 600 ton and a 150 ton Travelift for the Harbor area and the purpose of this meeting is to discuss the Wetlands that are involved with these proposals. This meeting is open to the public and comments and observations are welcome.
