Welcome to the official Town of Cape Charles Newsletter. This publication is available by submitting your email address to gazette@capecharles.org or by contacting the Town Office at 757-331-3259 x10.
The information contained in this newsletter is considered to be the “official word" on the Town’s activities as noted by our Town Manager. The Cape Charles Gazette will be a news source that will report weekly events, upcoming Town activities, articles of interest to our citizens, Town projects, safety & security issues, and emergency announcements. CODE ENFORCEMENT Doug Smith, Code Enforcement Officer, reported that Jeb Brady, Assistant Code Enforcement Officer, passed the International Code Council Zoning examination. This is the organization that deals with all of the Code Standards and passing this examination is an "indicator" that the individual has "in fact" an understanding of the Code & Regulations he or she is dealing with. Nice job again Jeb! Code issued a permit for a new home in the Signature at Bay Creek. Welcome to the Town! The court case against the owner of a residence on Jefferson Avenue was continued until Thursday, April 24, 2008 due to "failure to appear". Code now has four cases scheduled for that day in the Northampton County Court. Doug reported that he attended the VML Risk Management Spring Workshop. HARBOR & PLANNING Smitty Dize, Harbor Master, reported that over 105,000 Lbs. of fish have been caught out of the Harbor the first 11 days of April and since then the catch has dropped off significantly and seven (7) vessels have returned to their Home Ports. Smitty further stated that he’s preparing the Town’s umbrellas and chairs for the Beach Season. The Harbor will have control over the Town Beach workers this year since the PWD and the Police are expecting an increase in workloads. Tom Bonadeo, Town Planner, reported that he has been preparing Point Papers for this upcoming Town Council Retreat that will take place this coming Wednesday, Thursday and Friday. The Retreat will be held at the American Legion Post 56 in Cheriton, VA and it’s OPEN to the public. The Retreat will start at 8:00 AM every morning. Tom met with representatives of the VIMS & VMRC to review the permit application for the South Port travel lift slips. Tom said that some Wetlands are involved and the Town Wetlands/ Coastal Dunes Board will meet on Wednesday, April 23 to review the application. The exact time for the meeting will be published forthwith. The Public, as always, is invited to attend. Tom is currently reviewing reports from the U.S. Army Corps of Engineers regarding the Harbor Development properties. Two (2) areas on the property have been designated non-tidal Wetlands and some SAV material (Submerged Aquatic Vegetation) were sited. All of these situations will require mitigation when permits are applied for but they’re not expected to stop the actual development of the property. They’ll also consider other factors involving the potential marina and water qualities etc. LIBRARY & TOWN CLERK Ann Rutledge, Town Librarian, reported that the Toddler& Preschool Storytime was held last week and eleven (11) persons attended the event. The theme for last week’s event was "Let’s Plant a Garden" and all the children in attendance received a bulb to take home to plant. In addition to the bulb, the children were also given a live flower to show them what the bulb will look like once it grows. This program continues to be a huge success for the Town and we thank Ann, Dee and the Friends of the Library for their great efforts. Ann said that one of the most popular services for the Town’s Library is the checkout of videos and DVD’s. Ann reported that some of the latest titles open for checkout are Bonanza, Bourne Identity, Choclat, Dreamgirls, Hotel Rwanda, Monster-in-Law, Phantom of the Opera, Running with Scissors and Who’s Your Caddy? Our Town Library was the first library on the Eastern Shore to have these items for Public checkout and they continue to gratefully accept donations. Ann is putting the "call out" for volunteers at the Town Library. If you’re interested in helping the Town and have a few extra hours during the week please contact Ann at 757-331-1300 or e-mail her at library@capecharles.org. The areas we need help with are working at the circulation desk, children’s programming, used books, reading shelves and data input. Joy Pelletier, Town Clerk, reported that the Clerk’s Office continues their Retention/Destruction of files and have been busy getting prepared for this week’s Town Council Retreat. RECREATION & PUBLIC WORKS DEPARTMENT Jimmy Marvel, Youth Director Extraordinaire, reported that he has been in contact with Arts Enter regarding them obtaining the puppet house from the Park and placing it at Arts Enter. Jimmy wants to remind everyone that the Street Ball Tournament will be held on Saturday, April 26 at the Park Basket Ball Court and the times for the event are forthcoming. We expect this to be another successful event and the Town plans on awarding trophies to the winning teams. We will also have a DJ, cookies and cakes for the participants and observers. Jimmy continues to work with Roberta Newman (Cape Charles Committee for Children & Youth) and Jim Weiner (Citizens for Central Park) in their attempts to make the Town a better place for children & youth and the Town thanks Roberta and Jim for their great efforts and patience. Children and youth are the Town’s priority and we’re honored to work with people like Jimmy, Roberta and Jim. Jimmy said that he worked with eleven (11) of our esteemed senior citizens at Heritage Acres this past week and the exercise program is going very well at that location. Look for a newspaper article on Jimmy Marvel within the next few weeks in The Eastern Shore News. Jimmy’s programs and positive attitude are getting to be well known on the Eastern Shore and the paper will spotlight his "positive outlook". Good job Jimmy! Dave Fauber, Director of Public Works, reported that the work continues on the Town Hall’s HVAC system. Dave said that the PWD cleared out the area located between the Town Hall and the Fire Department and the Town will eventually work with the Fire Department in planting tress at that location. The repair of the Town’s East Well has been declared an emergency repair and Bundick well has been working with the PWD in getting this well operational ASAP. Please see last week’s Gazette for additional details. POLICE Chief David Eder reported that the lower end of the Eastern Shore (read as "our area") has been plagued with a series of B & E’s (Breaking and Entering) and citizens are urged to lock up all valuables and safeguard bikes, yard tools, electrical and electronic equipment. When you leave items in your vehicles in plain sight, such as DVD’s, i-Pods, Money and keys, this invites trouble. Please pay attention to your valuables and report all suspicious activities to the Police ASAP. ASSISTANT TOWN MANAGER & TOWN MANAGER The Town would like to remind everyone again that the Town Council Retreat is OPEN to the PUBLIC and we highly encourage everyone to attend this Retreat. The event will take place this coming Wednesday, Thursday and Friday at the American Legion Post 56 in Cheriton and it starts at 800 AM. The agenda for the retreat is available here. The Town of Cape Charles is pleased to announce that the Concerned Citizens of Cape Charles will host the Debate of the 2008 Town Council Candidates. This event will be held at the Cape Charles Fire House on Thursday, May 1, 2008 starting at 7:00 PM. We urge ALL citizens who intend on voting in the Town Council Election on Tuesday, May 6, 2008 to attend this event and PLEASE ask questions of these outstanding candidates. Three of these candidates, once elected, will be responsible for carrying the Town of Cape Charles through a very crucial time of growth and commerce. COME OUT AND LISTEN TO THE ISSUES AND VOTE! The Town’s deepest sympathy goes out to the Family of Jim Colonna. Jim was a Viet Nam Veteran, Father, Husband, all around great guy and Brother Legionnaire. They don’t make them any better than Jim and he’ll be missed a great deal by everyone. Thank you again for the privilege and opportunity to serve this great Town and all the citizens here.
